Most shutters would be hung on the outside of the window. I had some friends who lived in a raised cottage in Nola and shunned A/C. High ceilings, river breezes and the window set-up I described helped. When it was really hot, they just didn't move much.

Been in my current place going on my 9th summer. Electric bill was ALWAYS the sameish this time of year, even working from home, always less than $180. Latest shocker was $280 and I am not the only one, and no, I didn't forget to pay one month and yes we have auto-read meters so not estimated payment. I feel blessed that I can absorb it but many, many people in my 'hood can't.

On top of it, ConEd made my building replace its sturdy two boiler system (one for hot water, one for steam heat) with a unified "smart" boiler. We've had to deal with no hot water at least once a month now since then as it constantly needs tweaking, and that's with a live-in super who can jolly it along usually until he can get a Con-Ed qualified Boiler Dude in.

Most shutters would be hung on the outside of the window. I had some friends who lived in a raised cottage in Nola and shunned A/C. High ceilings, river breezes and the window set-up I described helped. When it was really hot, they just didn't move much.
