If Guns n Roses "Sweet Child O Mine" used a 12-string electric guitar into a Fender Twin to play that riff instead of a Les Paul-through-Marshall, and had more heavy compression on the drums, etc...it would sound like a Power Pop record.

I could hear that. But that would mean that it's my least fave kind of power pop; while the balance between the 2 p's is crucial, I prefer a bit more power than pop. As Michael said earlier, the early Paul Collins stuff is the perfect balance.

Certainly. And that's fine when you're a kid, but I have to laugh when a fellow middle-agers still draw lines in the sand over music due to the sub-culture they still identify with rather than just musical preferences. All that other stuff came secondary to me; it was ALWAYS about the music for me. Which why I always made a point of wearing a Rush or Van Halen pin in my more "suited and booted" days.

This may be controversial, but I'm going to say The Beatles were Power Pop creators in 1963-64. If someone can find examples of a hit pop record that sounded like "She Loves You" or "A Hard Days Night" prior to The Beatles, I'd really like to hear what that was. Those singles had the Power and the Pop. Not to mention those chord changes, vocal harmonies, and heavy drumming. That was the template.
