Yes, not sped up. Although it was recorded on cassette, and it's possible that the cassette was running slow, therefore recording it fast. But mostly I think it sounds sped up just because Andy is so young and enthusiastic.

The way I remember this episode, at the end Ken and Andy admit the callers were friends of Andy. They named them, and one of them was Al Franken. Not that he had real misdeeds to confess...
