Sam, if you are monitoring the pre-streaming mix, I am guessing the issue is with the line in to your streaming computer, or with the device digitizing your the audio feeding your streaming machine.

I suppose anything is possible. Is there anything else using your Internet connection right now. Anything else being streamed or downloaded? One thing you always try, but I wouldn't do until after your off is rebooting your router.
