It's David Schmoeller - he directed "Crawlspace", some awesome schlock from '86. They did finish the film, and Kinski did star. So creepy-crawly! Troma distributed "Please Kill Mr Kinski"

Yep, "My Best Fiend" and Kinski's autobiography are pretty sweet bookends; you're never quite sure how much is self-perpetuation of the myth, but it doesn't matter since the myth surrounding those two is so great.
