Very often problems can't be solved because their roots are the roots of things we also want, or at least things 'we' 'want'. For example, recreational drug abuse is essentially impossible to avoid in a society in which the economy runs on people being taught that they can buy things to become happier.

(…and that in turn is very hard to avoid because very often it is true. I don't buy on impulse, but everything I buy makes me happy and generally continues to do as long as it lasts.)

Similarly, ghetto drugs-pushing is hard to prevent in a society in which it's much better to have money than not and where aggressive and effective salesmanship in many other contexts is seen as a sign of manliness.

Dark Matter?!?! That's not a bad show but it's a strange recommendation since it's not a tech show. It's a low-budget Canadian sci-fi show. Takes a while to get going and then it got cancelled on a cliffhanger after season 3. Definitely surprisingly effective use of limited resources though (looks like it was done with someone's piggy bank, a few PCs, some old Toronto warehouses, and some painted cardboard, but creatively writes around that).
