Yes, it is a Sephardic folk song, here in a slightly Ladino Spanish, I believe. This version is about the dream of the daughter of the king of France.

I once went to a Sephardic music symposium at Cornell a zillion years ago when I was a student there, back when wooly mammoths made their stately migrations across the Finger Lakes Ice Sheets. Anyway, there is a VERY long tradition of cantors adapting local melodies for prayers. One of the performers then showed us footage (and then performed) a prayer that she heard in a Jewish community in India--I forgot which piyut it was but it was sung to the tune of the standard British Navy Hornpipe tune!

I suppose the question is whether the words/lyrics fit the other melody. Similarly, one weird quirk here was that the GDR (East German) anthem was written so that you could sing the West German, now German again, anthem to the melody of the East German anthem.

I did see Oghlan Bakhshi a couple of times, but he was born in Iran. The hat he wears in concerts is definitely Turkmen though (distinctive hats are a thing in traditional music from central Asia)
