@wildneil not a single one I know of. There is a similar program I think, it is called the Zivilschutz, but they merely just send alarm signals to the public in case of a nuclear fall out, like in 1987 with chernobyl. Here in Vienna we have three old Nazi Bunkers spread over the City, called the Flaktürme de.wikipedia.org... the only reason they exist till today is that absolutely nobody has a clue how to destory these things. But for 2 mio people it will be pretty crammed inside.

When I was in grade school we not only had fire drills but also air raid drills. I say that not to admit to being old, but that there are weird holdovers that last decades for human behavior. We had a religious instruction period, ONCE, and it never happened again. I think there was a complaint. I don't know if there was a supreme court ruling on it, but it was gone.
